The city of Normandy in Missouri has agreed to settle a class-action lawsuit claiming it arrested individuals who couldn\u2019t pay citations for minor offenses with a $1.3 million fund. The settlement<\/a> will benefit two class members, the first class constitutes individuals who were imprisoned by the city of Normandy between 10th September 2013 and 12th May 2021. The second class comprises individuals who paid a fee, fine, surcharge, cost, or other monetary sums to the city or were subjected to an arrest warrant issued by the city between 10th September 2013 and 12th May 2021. The class members can be a part of either one or both of the classes.<\/p>\n

Normandy is a Missouri city located in St. Louis County. It boasts of its progressive lifestyle and belief in ethical conduct and integrity as stated on its website. However, Normandy violated the constitutional rights of its people with unlawful incarcerations and arrests. Individuals who failed to pay fines for traffic violations and other minor offenses were arrested by the city. Arrest warrants were also put out by the city forcing individuals to pay further fees on unpaid fines due.<\/p>\n

Plaintiffs have argued that these actions violated their constitutional rights. Normandy has agreed to pay $1.3 million to resolve all allegations though it hasn\u2019t admitted any wrongdoing. Under the settlement terms, class members are eligible to collect a cash payment depending on the number of hours served by them in jail during the class period. The class members who served between 6 to 48 hours will be compensated at the rate of $7.50 per hour. For hours served exceeding 48 hours, the class members will be compensated at a rate of $15 per hour.<\/p>\n

Class members are eligible for an additional payment if they paid fines to the city or were made subject to an arrest warrant. They will receive an incremental $60 if they paid fines to the city and an extra $20 if they received arrest warrants.
